Effurun, Delta State — The Human Rights Pathfinders Association (HURPA) has strongly condemned what it described as the extrajudicial killing of a civilian by operatives of the Nigeria Police Force in Effurun, Delta State, calling for an immediate and transparent investigation into the incident.

In a statement issued on Tuesday, HURPA expressed deep concern over reports that police officers allegedly engaged in the unlawful use of lethal force, resulting in the death of a suspect under circumstances the group insists violate both national laws and international human rights standards.

According to HURPA, “No law enforcement agency has the right to act as judge, jury, and executioner. The right to life is fundamental and must be protected at all times, even in the face of suspected criminality.”

The incident, which reportedly occurred in Effurun, a densely populated commercial hub in Delta State, has sparked outrage among residents and civil society groups, many of whom are demanding accountability and justice for the victim.

Further details have now identified the officer involved as ASP Usman (also referred to as Nuhu Usman), who reportedly led the police team. According to emerging reports, he discharged his firearm in breach of Force Order 237 and the Nigeria Police Force Standard Operating Procedure, actions that directly resulted in the suspect’s death.

HURPA noted that the increasing cases of alleged extrajudicial killings by security operatives across the country undermine public trust in the justice system and pose a serious threat to the rule of law. The organization urged the Delta State Command of the police to ensure that the officer is not only suspended but prosecuted in accordance with the law.

The group further called on the Delta State Government to take proactive steps in ensuring that security agencies operating within the state adhere strictly to constitutional provisions on human rights.

Residents in Effurun who spoke to reporters described the situation as “disturbing,” with some alleging a pattern of excessive force by security personnel in the area. However, official confirmation of the full details surrounding the incident is still awaited from the police authorities.

Efforts to reach the spokesperson of the Delta State Police Command for comments were unsuccessful as of the time of filing this report.
